Considering the most opportune way regarding the dialogue between the new and the existing, the project establishes its basis in the singularity of the structural expression, in view of the excellence and strength that the current headquarters building (EDSERJ) presents in such aspects.
Beyond the merely expressive issue, the structural effort is fully justified by the urban condition that is intended to be created. This condition implies offering the entire ground level as a public and integrating space, in the search to bring together a whole set of other spaces of this nature in the immediate surroundings: Praça João Calvino, Rua da Carioca, Largo da Carioca and Caminho de São Francisco.

This public space becomes of vital importance in view of the requirements related to the flows and access of transport in its modal variety available in the region, as well as the aforementioned alternative transport.
The other decisions related to the architectural design favor the connection with the current BNDES headquarters building (EDSERJ) and the best possible characteristics for the annex building in view of the conditions of the site and the demands of the program:
Connections are made at three levels, respecting the hierarchy and the characteristic of public and restricted access existing in the current condition. The project foresees, therefore, a public access connection on the ground level, a controlled access connection at the level of the upper store, as required by the public notice, and a third controlled connection at the level of the first basement.
It is essential to have an east facade at the back of the lot, as well as adequate protection of the west facade next to Avenida República do Paraguai. In order to accentuate the insular area on the east facade and to protect the west facade from excessive sunlight, the building is slightly inflected on its vertical axis, also obtaining the conditions to create a full-height internal terrace at the library level and, consequently, a second glass skin that acts as a brise soleil to protect the west facade.
