The pavilion to be preserved, due to its central position and historical value, provides all the guidelines and conditions for the implementation of the architectural complex of the Judicial Center of Curitiba, either through its geometry or the visual lines from the nearby surroundings. From these lines, which become major axes, the project develops as a direct response to the physical limits of the territory, determinations of the legislation, guidelines and programmatic demands proposed in the public notice.

The project draws an esplanade defined by the longitudinal parallel lines of the pavilion. This design decision is intended to produce an integrative route of the entire complex, as well as to promote urban permeability by connecting the main roads (Av. Anita Garibaldi and Rua dos Funcionários) at level 925.00, with special attention to accessibility. Along this route, the esplanade takes on different configurations: Next to Av. Anita Garibaldi is part of the Praça das Bandeiras to immediately intersect the pavilion and become its lobby. Leaving the pavilion, it will become an esplanade/bridge over the Juvevê River, then it will become the lobby of the new set of buildings and, finally, an entrance square next to Rua dos Funcionários. This will thus constitute the large space for public access to all spaces of the Judicial Center. The axis of the esplanade also opens a third look to the pavilion in addition to the two proposed by the public notice.
