The project first draws a large urban space, and extracts from this action the condition of implementation of the large public equipment.
As a general strategy, it establishes an infrastructural strip along the border, reserving the three fronts for public areas.

The architectural design is defined in the alignment of the concert halls parallel to the northeastern border of the site, reserving 6 meters for an internal road. Along this line are positioned the scenic boxes in whose vertical and horizontal perimeter are positioned the environments of artistic support, environments of administration and cultural diffusion and technical support. This design allows perfect communicability between the boxes and their access, loading and unloading infrastructure and functionality, allowing simultaneity and reversibility of the entire rack and back-rack sector. This entire architectural body is defined as a functional block with restricted access, a strategy that will allow all public spaces and access to the shows to establish frontalities on the three avenues at different levels, enjoying the exceptional urban qualities that the site offers. It will also allow the design of a roof for the audience boxes and for the configuration of a single lobby of monumental scale that with its eaves dilutes the interior/exterior border (and providing the shade of a northeastern balcony), controlling access through individualized foyers for each room and distributing the service spaces linked to the flow of the public.
The greatest gesture of the project consists of the design of a large square that precedes the entire architectural complex. The square is born from a diagonal line derived from the geometry of concert halls, which is organized according to the increasing order of its dimensions, based on the horizontal and vertical alignment of the stage mouths. The square is the public space that the project offers to the city, and can host all types of events highlighted by the notice. Its access is always level with the streets and allows access to the lobby on its two levels. The main level of the square coincides with the upper levels of the site. Its territory is defined by the green area at the corner of Prudente de Morais and Miguel Castro avenues (providing the permeable area suggested by the legislation) and by the garage slab that provides a dry floor.
Two garage floors provide the required parking spaces, established practically at their natural levels in order to access the lobby at level and allow practically zero earth movement.
